Raising Safety Concerns



Wilfrid Laurier University (WLU) is committed to providing a safe and healthy work environment for all of its employees and students. Both supervisors and workers play an important role in ensuring a safe and healthful workplace at WLU.

THE INTERNAL RESPONSIBILITY SYSTEM (IRS)

This is a system, within an organization, that gives everyone direct responsibility for health and safety.  The system involves every person in an organization taking responsibility for health and safety by identifying and correcting hazards. It takes all levels of organization, including senior management, management, supervisors, workers, the Joint Health & Safety Committee (JHSC) and the employee groups. They do this both individually and co-operatively with others to ensure a safe work environment for everyone.

REPORTING HAZARDS

Individuals with specific safety questions or concerns should raise them with their immediate supervisor. Dealing with safety issues through the supervisory chain of command is the preferred method, however, when this approach is unsuccessful in resolving a safety issue, concerns may be raised by direct contact with the JHSC member or the Director, Safety, Health, Environment & Risk Management. These individuals, on request, keep the name of a complainant confidential, however, in some instances, this constraint may prevent thorough investigation and resolution of a complaint.

The Ontario Health and Safety Act (OHSA) prevents an employer from imposing discipline or penalty upon an employee for engaging in certain "protected activities", such as filing of safety complaints with the Ministry of Labour Inspector or raising a safety concern with management. Although employees have the legal right to file a health and safety complaint, they are encouraged to first exhaust all internal mechanisms for addressing safety issues, utilizing the IRS including supervisory staff, departmental managers and safety committees, and or the Director, Safety, Health, Environment & Risk Management.
